TARGET of DESIRED OUTCOMES (continued)

Completeness demands attention to both TASK NEEDS and ORGANIZATION NEEDS (Classical Mgt Theory), and attention regarding actions for both EFFECTIVENESS (doing the RIGHT things), and EFFICIENCY (doing things RIGHT). Aim at EFFECTIVENESS first and EFFICIENCY second. This priority is absolutely logical, since ineffective action done more efficiently leads only to an increase of undesired outcomes.
